The POI list linked below is in CSV format and has been tested using a Garmin Nuvi. 187 Hotspots are listed that covers the greater Houston area. The wide area covered is roughly bound by Conroe over to Tomball, Katy, down to Sugarland, Texas City, up to Baytown, Humble, New Caney then back over to Conroe. There are no guarantees as to the accuracy and completeness of the list.
To assemble the list, I used the maps on local.google.com and entered "Free WiFi Hotspots in Houston, Tx" in the search field. I then used GMapToGPX to convert the addresses found to a GPX file. Finally, I used POIEdit to convert to CSV format. Once in CSV, I used Excel to clean things up a bit, and also appended the file with all local Panera Bread sites as well as local Hooter's restaurants that were not found in the Google map search as these places also have free WiFi.
