According to the Garmin description, it has a SD slot, but they only seem to mention it as a means of using the travel features, not for carrying map data. Plus they say that it is preloaded with City Navigator NT v.7, which with Garmin, usually means a internal hard drive. On the other hand they say it has approximately 700 MBs of internal memory for storage of supplemental maps, MP3s, and audio books.

Does anyone know for sure though if the map database is loaded on a internal hard drive or flash memory?

Likely same 2Gb onboard chip as on the Quest 2.
