I have a Chinese 7" GPS from Ebay, I connectd to PC to download music but Device shut down, when I re started device Win CE Logon came up asking for password.?? No onscreen keyboard appears, and I don't know what the password is, been in touch with suppliers who via email.but they seem reluctant to help in any way, can I reboot using Win CE from an SD card.??

No, you can't. The only way to restart it is to reflash the FW, both OS and UI.
Try to convince the ebay seller to send you the needed files.
