I don't think anything was disabled here. Do you not see the email option right above this message of mine? There should also be another email link within the member profile.
So the email feature does exist. I do not recall PM option available ever at this forum. I don't think it was a matter of disabling it. I suspect the forum script (Snitz 2000) doesn't offer it as a standard feature. I just checked another forum based on Snitz (franson.com), and there the situation is identical: PM: No, Email: Yes.

Correct and direct emailing now deactivated due to spam, unless you are a regular poster, this is explained in the pop-up you get when you try to send an email in violation of the forum rules you agreed to, case closed.
As a side note, if I were in the position of the OP I would focus less on criticizing the way the forums work (2 messages out of 4 posted so far) and more on leveraging the extraordinary wealth of what's on offer.
